Nor shall they have any bearing whatsoever on the interpretation of other publications referenced therein.
Questions without answers may be posted here to indicate that we have received them before the deadline and we intend to respond.

Is the Quality Assurance or Quality Control portion open for this project? (RFC 24680 submitted 2/9/2021)
Quality Control is provided by the contractor and not hired by the County. Quality Assurance is provided by the County's Materials Laboratory. Response date: 02/17/2021
Is attending the prebid meeting mandatory in order to bid? (RFC 25063 submitted 2/24/2021)
No, we wanted to hold a pre-bid meeting to highlight in person the conditions of some of the most difficult sections to ensure contractors factor for this as a part of their bid, but attendance is not mandatory. Response date: 03/02/2021
Are we rechipping the already chipped section at the beginning of Pepperweed Road? (RFC 25064 submitted 2/24/2021)
Yes. For the purpose of bidding, the entire road including that section is proposed to be chipped. Response date: 03/02/2021
What allowances will there be if the contractor is unable to chip the steep grade? (RFC 25065 submitted 2/24/2021)
The contractor is expected to perform the full contract and develop a strategy to achieve success. This road and other similar roads have been chipped in the past. The solution to achieving full performance of the contract is up to the contractor. Response date: 03/02/2021
Is rock available on the east side? (RFC 25066 submitted 2/24/2021)
Rock supplies are not provided by the County. Whether it is obtained on the east or west side or trucked in, contractors are responsible for obtaining rock. Response date: 03/02/2021

Areas that are crack sealed may bleed. Is the County prepared for that? (RFC 25068 submitted 2/24/2021)

The specs call for the project to be done east to west. Can it be west to east? (RFC 25069 submitted 2/24/2021)
The awarded contractor may propose a change to the sequence to the Resident Engineer and the Department will evaluate the request. Response date: 03/02/2021
Will Caltrans encroachment permits be needed? (RFC 25070 submitted 2/24/2021)
Yes. The parent permit for Mountain View (Location 5) has been obtained, but a contractor permit (Double Permit) will be needed from Caltrans. The contractor is responsible to obtain the double permit. A Traffic Control Plan and Water Pollution Control Plan will be required as part of the application. Response date: 03/02/2021
With there being 20 plus % grades on the project, will the County allow the areas to be rolled by the gravel trucks in lieu of the rollers, due to safety concerns? (RFC 25214 submitted 3/2/2021)
Use equipment for each operation according to those allowed by the specifications. Response date: 03/04/2021
