The Fresno County Clerk offers all services on an appointment-only basis. Appointments are scheduled online only.

Applying for a Passport

To apply for a passport, follow the steps below.

  • Applications are by appointment only at our office located at 2220 Tulare Street, County Plaza, 1st Floor, Fresno, California. Applications are accepted Monday through Friday from 8:30 a.m. to 3:00 p.m.

  • You are required to bring the following items to your appointment. If you do not bring the following items to your appointment you will be asked to reschedule:

    1. Completed Forms: (using black ink only). Applications can be obtained from the Department of State website under Passport Forms or obtained in our office. We strongly encourage you to complete your forms prior to your visit. If you choose to complete your forms in our office, please arrive early for your appointment.
    2. Proof of Citizenship: (birth certificate or naturalization certificate). You must submit the original and one black and white photocopy. Our office can make copies for a small fee.
    3. Identification: Driver’s license or military ID card. You must present the original and one photocopy with the front and back of the document on the same page. Our office can make copies for a small fee.
    4. Fees: Fee payable to the Department of State and a separate payment to the County of Fresno. The Department of State fees may only be paid by check or money order. Please see Passport Fees (state.gov).
    5. Passport Photo: Requirements for Passport Photos can be found at the Department of State's website. Passport photos are available in our office for a fee of $6.00 per photo. We do not take photos of children under 3.
    6. Social Security Number: You are required to provide your social security number (SSN) on all applications. If you are a new U.S. citizen, please visit the Social Security Administration office to update your information.

Minor Passports

  • Minor applicants are those persons who are 0 to 15 years of age. Minors needing a passport must be present and have both parents present when applying.
  • Please visit Children Under 16 (state.gov) for complete information on applying for children under 16 or Applicants Age 16 and 17 (state.gov) for 16 and 17 year old applicants.

Passport Renewals

You can renew your current or expired U.S. passport by mail unless your passport was:

  • Issued before your 16th birthday
  • Issued 15 or more years ago
  • Damaged, lost, or stolen
  • Issued in your previous name and you don’t have a legal document like a marriage license to prove your legal name change

If any of these are true, you cannot renew your passport. Instead, you must apply for a new passport in-person using form DS-11.

Can I Renew at an Acceptance Facility?

Per the Department of State, renewals using the DS-82 are processed by mail only and applicants must mail the renewal application directly to the Department of State.

Our office is not authorized to approve or mail DS-82 applications.

Application Status Questions

Questions regarding pending applications must be made by the applicant to the Department of State by calling 1-877-487-2778. 

Applicants may also check their status online: How to Check Your Passport Status. It may take several weeks from the day you apply until your application status is "In Process."

The County Clerk's office does not have information on pending applications and the Department of State is not permitted to share this information with us. In accordance with federal law our office does not keep copies of your application packet. All materials are provided to the Department of State.

In rare instances customers will receive requests for additional information from the Department of State. Our office is not permitted to assist in responding to the letter unless it specifically directs the customer to return to our office.
