Improvements to Fresno County Parks, PWP Program 1

Project Overview

The County’s parks provide affordable low-cost recreational space for activities that can improve physical and mental health for all Fresno County residents that have been impacted by the COVID-19 closures and/or other public health emergency efforts to contain the spread of the virus.

Avocado Lake Park

The improvements consist of repairing, rehabilitating, and/or adding new group picnic areas, irrigation system repairs, shelter structures, required public accessibility improvements to comply with Americans with Disabilities Act (ADA) requirements, such as restrooms, parking lot improvements, and surface road repairs throughout the park.

Courthouse Park

The project will transition sections of the park to drought tolerant landscaping and improving the existing irrigation systems.

Lost Lake Park

The project will install new playground equipment, irrigation repairs, and required public accessibility improvements to comply with the requirements of the ADA, such as restroom improvements. parking lot improvements, and surface road repairs throughout the park facility.

 

Skaggs Bridge Park

The project will expand the parking lot and installation of perimeter fencing for the parking lot.

Winton Park

The project will install prefabricated restrooms, new playground equipment, and make necessary improvements to comply with ADA requirements.

Performance Report

CEQA has been completed for four (Avocado, Lost Lake, Skaggs, and Winton) of the five locations.  A categorical exemption is anticipated.

A California Valley Flood Protection permit is needed for Lost Lake and Skaggs with an anticipated completion date of June 2024.

Shallow groundwater led to issues with the septic systems at the proposed restrooms facility locations and both Avocado and Winton Parks. County staff is currently working on solutions including evaluating the sites for a possible aboveground septic system.

Staff is also exploring options to repair or replace the well at Winton Park.

The Courthouse Park improvements is proceeding with possible replanting or removal of existing trees and fountain refurbishment. The underground parking structure has been evaluated and a repair estimate is being prepared before improvements to the park can proceed.  A delivery schedule will be provided at the next update.
