The following list is comprised of paraphrased Requests for Clarification (RFC) submitted by potential bidders or sub-bidders in writing via email, letter, and this form:

These paraphrased questions and associated responses are not part of the contract documents and shall have no bearing whatsoever on the interpretation of the Standard Specifications, the Standard Plans, the Special Provisions, or the Plans. Nor shall they have any bearing whatsoever on the interpretation of other publications referenced therein.

Questions without answers may be posted here to indicate that we have received them before the deadline, and we intend to respond.

Are there any CAD files available? These would be used for quantity takeoffs. (RFC 2403-02, 2403-03 submitted 9/24/2024)

In order to receive the AutoCAD files for this project, a Request and Waiver for Release of Electronic Files(PDF, 227KB) is required. Completed forms may be scanned and emailed to DesignServices@fresnocountyca.gov. Response date: 9/25/2024

 

Can the bid date be extended 1 week? (RFC 2403-04 submitted 9/24/2024)

The County does not intend to change the date of the bid opening at this time. Response date: 10/02/2024

 

When will Contractors have access inside of the canal? (RFC 2403-05 submitted 9/25/2024)

Barring flood release, there should not be any water inside of the canal until May. Response date: 10/02/2024

 

Will the piles around the perimeter berm be cleared off? (RFC 2403-06 submitted 9/25/2024)

If the alternate bid items are awarded, Road Maintenance will be coordinated with to clear the piles before construction begins. Response date: 10/02/2024

 

What should be done with the processing (soil cement) material near the berms and canal? (RFC 2403-07 submitted 9/25/2024)

The soil cement material that is piled near the proposed stockpile areas (berms) needs to be broken up to 3-inch maximum diameter pieces before placement in the bottom of the stockpile areas as shown on the plans and described in the specs. Response date: 10/02/2024

 

There are some discrepancies between the Geotech report and the Specifications regarding compaction of soil. Which do Contractors follow? (RFC 2403-08 submitted 9/25/2024)

Contractors should follow the directions in the Specifications. Response date: 10/02/2024

 

Is there a water source? (RFC 2403-09 submitted 9/25/2024)

There are wells all around the job site (approximate depth to water 170 ft), but there is no electricity and no pumps. Contractors will need to provide their own pumps and generators. Response date: 10/02/2024

 

Will the County or Contractor be responsible for compaction testing? (RFC 2403-10, RFC 2403-24 submitted 9/25/2024)

Initial testing, including development of the curves, will be performed by the County. Any re-tests that may be necessary due to Contractor’s lack of proper compaction will be charged at a rate of $300/test and it will be deducted from the monies due or that may become due the Contractor under the contract. What is included in the clearing and grubbing bid item? Can it be marked on the plans? (RFC 2403-11 submitted 9/25/2024)

The approximate areas for the clearing and grubbing bid item are shown on the attached exhibit. Vegetative matter removed during clearing and grubbing operations may be spread on the western portion of the property as shown on the attached exhibit. See plan sheet posted under Supplemental Information. Response date: 10/02/2024

 

Can Elkhorn Ave. be closed during the work? (RFC 2403-12 submitted 9/25/2024)

Who will be taking care of the surveying and staking? (RFC 2403-13 submitted 9/25/2024)

See Technical Specifications Section 01 57 50. Response date: 10/04/2024

 

Are the wells on the premises to remain where they are? (RFC 2403-14 submitted 9/25/2024)

Yes. Response date: 10/02/2024

 

What is the basis of the low bid? (RFC 2403-15 submitted 9/25/2024)

The bids will be based off the base bid, plus all of the additives. See the Notice to Bidders. Response date: 10/02/2024

 

Please clarify compaction requirements. There is some variance between the soils report and the specifications. The fill of the berms is to be compacted to 90%, trenches and grade below structures is to be 95%. Please confirm. Also, is the contractor to carry the QC cost or is the County to provide testing. What is the finished condition of the berms to be at contract acceptance? Are they to be track walked, sprayed or have any type of erosion control? Please advise. (RFC 2403-17 submitted 9/30/2024)

Finished condition of the berms are to be track walked. Erosion control measures will be implemented in the future. Response date: 10/04/2024

 

1' topsoil removal is to only be in the basin footprint? The footprint of the berms is to be scarified to 8" and compacted only? Please advise. (RFC 2403-18 submitted 9/30/2024)

Correct, the 1' of topsoil material is only in the basin footprint so the drip tape pieces are buried in the bottom of the stockpile areas. The stockpile areas are just to be scarified. Response date: 10/02/2024

 

There are existing elevations missing for the Southern Base Bid berms, specifically in the areas of the pistol ranges. Also the grades for the existing ponding basins are missing. There are grades around the bottom of the existing berms, but nothing for the berms themselves or for the ponds on the inside of them. Please provide. (RFC 2403-19 submitted 9/30/2024)

The finished elevations of the berms around the pistol range is shown on Sheet C-2. Detailed survey data for the existing wastewater ponds is not available, but for planning purposes, the berms are at approximately 250', the bottom of the large eastern pond is approximately 235' and the bottom of the three western ponds is approximately 240'. In order to be compliant with the Title 13 requirements for the bid, is the County looking for Caltrans Form DOT DES-OE-0102.14 form to be filled out or is the County looking for the Contractor to supply a copy of their Compliance Certificate from the Air Board? Please advise. (RFC 2403-20 submitted 10/1/2024)

The form required is the Certificate of Reported Compliance (CRC) issued by the California Air Resources Control Board for In-Use Off-Road Diesel-Fueled Fleets through the DOORS resources website. https://ssl.arb.ca.gov/ssldoors/doors_reporting/doors_login.html Response date: 10/01/2024

 

Are there any well reports/records that have recorded the water yield, for both the N/W well site and Central well site? (RFC 2403-21 submitted 10/1/2024)

The on-site wells have not been used for many years. There are no well reports/records available for the N/W well site or the Central well site. Response date: 10/01/2024

 

Will the general contractor be required to provide onsite office trailer for the owner? (RFC 2403-22 submitted 10/2/2024)

Will you provide a SWPPP, showing the required BMP's for the project? (RFC 2403-23 submitted 10/2/2024)
