The following list is comprised of paraphrased Requests for Clarification (RFC) submitted by potential bidders or sub-bidders in writing via email, letter, and the Request for Clarification Form (archived).

These paraphrased questions and associated responses are not part of the contract documents and shall have no bearing whatsoever on the interpretation of the Standard Specifications, the Standard Plans, the Special Provisions, or the Plans. Nor shall they have any bearing whatsoever on the interpretation of other publications referenced therein.

Questions without answers may be posted here to indicate that we have received them before the deadline and we intend to respond.

Drawing No. SITE PLAN - FENCE LAYOUT
There are numerous locations where adjacent properties (private property) have materials stored, animals, equipment, etc. Will temporary fence be required at these locations? If so, how many feet? At which locations will this be required? Which bid item will this be paid under? (RFC 2309-2 submitted 10/3/2023)

Note 5 on this plan states "REMOVE/TRIM PERIMETER TREE BRANCHES TO CLEAR 7' FROM THE GROUND". Does this note only refer to those trees within 4'-0" of the new Perimeter Fence? Please confirm that this is Tree BRANCHES ONLY - not the entire Tree with the 4'-0". (RFC 2309-3 submitted 10/3/2023)

Specification No. Bid Item No. 8 - Identify, Remove and Dispose Dead Trees as Authorized by the Engineer
Per the SOV, the Engineer has identified at least (5) trees to be removed and disposed of. However, the plans do not show the location, size and type of trees to be removed. How can bidders price this accurately without this information being made available? Please clarify. (RFC 2309-4 submitted 10/3/2023)

See Addendum 3, Site Plan-Fence Sheet 1. Layout for the number of trees to be trimmed and their approximate location. Trees to be trimmed are marked with a spray painted red dot. No trees are being removed. Response date: 01/19/2024

 

Specification No. Bid Item No. 12 - Finishing Roadway
The plans do not identify the location and dimensions of the Roadway to be Finished, yet this is a Lump Sum bid item. Please provide an updated plan showing the location(s) and dimensions of the Roadway to be Finished. Please define what Finishing Roadway includes. (RFC 2309-5 submitted 10/3/2023)

Specification No. Bid Item No. 4 - Clearing & Grubbing
What are the limits for Clearing & Grubbing? The plans do not show the limits. Are we clearing the entire site or only those areas within the perimeter fence? Please clarify (RFC 2309-6 submitted 10/3/2023)

Specification No. Bid Item No. 5 - Prepare and Implement Water Pollution Control Plan
A WPCP is designated for preventing, controlling and abating water pollution within waters of the State. The plans do not show drain inlets, sensitive bodies of water adjacent to the site or to be protected. This project does not require Dewatering, Why is this Bid Item required? (RFC 2309-7 submitted 10/3/2023)

Waters of the State apply to any storm drainage system including canals, roadways, and property run off.  Since the County is a partner agency, we are responsible to manage the impacts to any of our projects.  The WPCP is required to ensure that SWPPP measures are used regardless of the small areas disturbed do not require a permit.  The contractor is responsible for developing and implementing the plan during any and all work. Specification No. Bid Item No. 3 - Traffic Control System
Since there is no work Offsite on adjacent Roadways, what Traffic Control measures will the Engineer be ordered as stated in the explanation of Bid Items? Is this bid item necessary for the project? (RFC 2309-8 and 2309-9 submitted 10/3/2023)

If the contractor elects to work offsite along Dinuba Ave. or near Academy Ave., See Section 7 of the 2015 Standard Specifications and the Special Provisions. Response date: 01/19/2024

 

To whom it may concern, Manzano General Engineering would very much like to bid this project . Unfortunately , the site walk date has past which we were not aware of. With the project bid extended would it be possible for my company to still bid on this proejct ? (RFC 2309-10 submitted 12/6/2023)

A second pre-bid was held on January 9, 2024. Contractors who have attended one of the two pre-bid meetings are eligible to bid on this project. Response date: 01/19/2024

It states to follow Caltrans spec. will the Diamond count be enforced? Also the fence height, is that overall height or fabric height? Because that will determined what posts size we use. And lastly, should we follow the latest Caltrans spec or the 2015 standard? (RFC 2309-11 submitted 1/10/2024)

Is there an addendum changing the bid date from Jan 18 to the 25th? I cannot find that change stated within Addendum #3. (RFC 2309-13 submitted 1/19/2024)
