These paraphrased questions and associated responses are not part of the contract documents and shall have no bearing whatsoever on the interpretation of the Standard Specifications, the Standard Plans, the Special Provisions, or the Plans. Nor shall they have any bearing whatsoever on the interpretation of other publications referenced therein.

Questions without answers may be posted here to indicate that we have received them before the deadline and we intend to respond.

Considering that animal exhibits will be showing at The Big Fresno Fair the week of October 10th through October 15, and considering that many construction professionals support the local FFA clubs at the fair during this time, would the County consider postponing the bid date until the following week?  (RFC 49353 submitted 9/19/2022)

The bid date will not be postponed. Response date: 09/29/2022

What type of conduit is required for the traffic signal conduit?  (RFC 49354 submitted 9/19/2022)

Traffic signal conduit shall be a rigid metal conduit per City of Fresno Standard Specification 23-1.9 included in the Project Details of the Special Provisions. A nonmetallic-type conduit shall not be used, unless specifically called for on Plans, with the exception of conduits between standards and adjacent pull boxes which shall be installed per City Standard Drawing No. E-27. Second Order of Work The specifications allow for 60 working days to complete all work. In our experience, these types of projects require much more time to complete. The heavy traffic flows and limited work areas result in the project being constructed in small pieces, which increase the number of days required. 
We request the time limit be increased to 90 working days. (RFC 49699 submitted 10/7/2022)   

Based on other similar intersection projects in the vicinity, 60 working days is sufficient. Response date: 10/10/2022   

Specification No. 7-1.02K(6)(j)(iii) Earth Material Containing Lead
The specifications indicate that lead is present throughout the project at levels from 63 to 360 mg/kg and that any material between 80 mg/kg and below 320 mg/kg may be kept onsite.

One of the lead samples is above 320 mg/kg. Does this material require disposal at a permitted landfill or solid waste disposal facility? Does the Owner know an approximate quantity of contaminated soil with lead above 320 mg/kg?

Who is responsible for testing all earth materials within the project to determine the lead levels and how they should be handled? (RFC 49700 submitted 10/7/2022)   

Soil exceeding 5 mg/L, as determined by the CA-WET, or exceeding 320mg/kg total lead can be kept within right of way as long as it is placed under pavement structure or covered by a minimum of one (1) foot of clean soil, covered in a manner that prevents accidental breach and it is placed  in locations protected from possible erosion by storm water run-off. Lead testing will be performed by County; however, Contractor's lead compliance plan is responsible for properly addressing handling and disposal (if necessary). Response date: 10/10/2022

Will the Contractor be limited to the hours between 9 AM and 4 PM for any work requiring traffic control? (RFC 49701 submitted 10/7/2022)   

Section 8-1.01A allows the contractor to work during daytime hours, however, due to the project being in the dense urban area, construction activities affecting the normal flow of  traffic during the morning and evening peak hours may be restricted. Response date: 10/10/2022   

Is the Contractor responsible for asphalt QC/QA testing? (RFC 49702 submitted 10/7/2022)   

Quality Control is responsibility of the Contractor per Section 39-2.01A(3)(c). Acceptance testing is performed by the County. Response date: 10/10/2022
