These paraphrased questions and associated responses are not part of the contract documents and shall have no bearing whatsoever on the interpretation of the Standard Specifications, the Standard Plans, the Special Provisions, or the Plans. Nor shall they have any bearing whatsoever on the interpretation of other publications referenced therein.
Questions without answers may be posted here to indicate that we have received them before the deadline and we intend to respond.

Will the county please provide limits of Detail V - Sheet 6? Limits of the V-Ditch are not correlated/called-out on any of the typical sections provided on Sheet 3 or referred to in any other section of the plans. (RFC 47706 submitted 6/6/2022)

Could the contractor assume American Avenue’s existing structural section was placed in accordance to spec 19-5.03B Relative Compaction (95 Percent), "Compact earthwork to a relative compaction of at least 95 percent for at least a depth of 2.5 feet below the finished grade for the width of the traveled way plus 3 feet on each side." If so, can the contractor assume 95 percent compaction can be achieved by processing 0.5 foot below the grading plane of the 0.45’ AC and 0.75’ AB Structural section, significantly reducing the cost of the work? In cut areas, Contractor may assume 95% compaction can be achieved by processing 0.5 foot below grading plane per Section 19-5 of the Standard Specifications. Response date: 06/13/2022

The typical cross sections on sheet 3 of the plans show 95% compaction under the asphalt/base rock section and 90% compaction on the shoulder. Please provide the depth requirements. (RFC 47714 submitted 6/6/2022)

Specification No. 19-9.02
Specification Section 19-9.02 states, "Material for shoulder backing may not be native nor generated from roadway excavation. Material shall be readily compactable, shall not contain deleterious materials, shall pass 100% through a 2-inch sieve, 20% to 40% passing the #200 sieve, a Plasticity Index less than 10, and shall provide a stable surface and uniform appearance as determined by the engineer." Please confirm that shoulder backing material may not be generated from existing onsite materials. (RFC 47720 submitted 6/7/2022)

It appears that bid item 14 "Hot Mix Asphalt (Type A 3/4" Grading) is overstated by approximately 20%. Please review and respond. (RFC 47724 submitted 6/7/2022)
Shoulders – 275,708 sf x 0.45 ft = 124,069 cf
Safety Edge – 0.1751 sf x 59851 lf = 10,480 cf
124,069 cf + 10,480 cf = 134,549 cf x 150 pcf x 1 ton / 2000 lb = 10,091 ton + 10% = 11,100 ton
The estimate has HMA as 11,200 ton

Specification No. 7-1.02M(2)
Per 7-1.02M(2), "Furnish a pickup truck and driver that will be available for fire control during working hours..." ; nonetheless, this specification is typically utilized in forestry areas with high density vegetation. Will the County of Fresno still require the furnishing of the fire truck for this project? (RFC 47762 submitted 6/8/2022)
County will provide compacting testing for Subgrade and Class II Aggregate Base only. Contractor is required to provide Quality Control for HMA. County will provide acceptance testing only for HMA. Response date: 06/13/2022
