California Environmental Quality Act Filings

The California Environmental Quality Act (CEQA) was passed in 1970 to create a statewide policy of environmental protection. CEQA requires state and local agencies within California to follow a process that informs the public of certain environmental impacts. A part of that process may include filing environmental documents with the County Clerk.

Per Public Resources Code, effective January 1, 2022, notices shall be filed electronically with the County Clerk if that option is offered.

By Email

To file by email, send us your notice as follows:

Email your notice to clerk-services@fresnocountyca.gov with the subject line “CEQA Filing.”
Attach a high-resolution PDF copy of your notice.

Complete submittals received by 1pm will be processed the same business day.

Email submission must be paid by credit card. We will provide the payment link in our reply to your email. Customer is responsible for credit card processing fees. We will not post a notice prior to receiving payment including County Clerk fees.

Filing Fees

In addition to filing fees imposed by the California Department of Fish and Wildlife (CDFW), the Fresno County Clerk charges a $50 processing fee. All Notices of Exemption and Determination are subject to this processing fee, even filings submitted by government agencies.

Filing Fees are due when environmental documents are filed with the County Clerk’s office.

Translation Certification

The County Clerk verifies Translators/Interpreters Declarations only completed by a translator/interpreter registered with one of the following, Certified/Registered Interpreters for the California Courts or the American Translators Association Accredited Translators. Our office does not certify or evaluate the translation itself, only if the translator/interpreter is registered.

Individual or business membership in the American Translators Association (ATA) is not the same as certification/accreditation by the ATA. Translators must be individually certified/accredited by ATA. Verify certification/accreditation using the ATA site

Authentication of a County Health Officer signature service is done in person or by mail.

Notary Signature Authentication

A notary signature authentication verifies that the notary oath and bond was registered in Fresno County, duly commissioned by the State of California and was active at the time of notarization.

Notary signature authentication is for the notary public signature only. It does not validate the information within the document.

  • Bring the document with the notary signature. The notary seal must indicate Fresno County in order to continue the process. The seal must clearly show the name of the notary, commission number and date of expiration. All seals and signatures must be original.
  • Fee of $2.25 per document.
